No, it isn't based off that garbage video game everybody immediately forgot about, it's a sequel to the 2014 film.

I'm a strong advocate for modern work when it comes to the TMNT. After all, the 2007 movie was awesome, and I think the most recent cartoon is done in a way where the most current generation can really appreciate them. Kids today would most likely not really enjoy the 80's interpretation of the Ninja Turtles.
As for the 2014 film, I was pretty much the guy on the soap box when saying it might not be so bad. Yes, the design choices are bad, but is that really a strong case for an entire film that has so much to offer? The well-designed animatronics wasn't the sole reason the first two Ninja Turtle films are watchable. There's so much more to them. And from what they showed at first, yeah it's different and looks more actiony, but why would that also be an inherently bad thing?
"B-b-but muh childhood is ruined now!" Eat shit, the only thing that can ruin a childhood is a repressed memory. Not a new interpretation to something you vaguely remember liking as a kid.
Anyway, about the 2014 movie itself? I will say, for the most part, they nailed the Turtles' personalities well enough. Donatello was stereotypically nerdy, Michelangelo was stereotypically stupid (although I could do with a little less of him being horny for April), Raphael was mad all the time, and Leo was . . . boring. All status-quo. And the entire team clicked when they needed to. The only major problem was, they didn't show them off enough. I feel like there was too much focus on April, but I guess that's just the privilege Megan Fox gets when she stars in a movie. Which is a travesty, IMO.
One thing I thought was weird was Shredder himself. he's gargantuan! In just about all the other work, he's very nimble and hard to pin down. He's just a tank in this movie, though! Shredder isn't really like that in any previous work, not in default at least. But you know what . . . he looks familiar. Yes, Super Shredder from the second film. The super awesome design with the amazing ability to . . . kill himself, according to the climax of that film. They probably knew they should have just called him Super Shredder in the 2014 film, but that would have been weird. Still, they basically gave me the fight I was robbed of in the second film when I was 5. That alone makes me appreciate the 2014 movie so much.
Oh, also the downhill snow action scene was fucking incredible. The 2014 movie isn't very good, but these two things along with how the Turtles are portrayed make me appreciate the film. It has a shitload of faults, but I can still enjoy some of it.
Speaking of major faults, they went with the worst choice possible casting Karai, Shredder's apprentice. Pictures for refference. Looks pretty young, right? Why the FUCK would they cast someone who looks like fucking Rita from Power Rangers?! What is she, 40?! Oh wait, she is. She's far too old for the role, and it shows. I really don't understand why they wouldn't try to approach Ellen Wong (AKA: Knives Chau in the Scott Pilgrim movie) for the role, she would've been perfect!
Anyway, that's my tangent on the new movie. It wasn't great, but not an abomination like these nostalgia-gushing drama queens who obsess over their shitstained childhood would like to tell you.
As for the new movie, looks like it's going to be more of the same, but it's about fucking time they use more familiar characters that aren't Shredder or Karai. I mean, come on, motherfucking Bebop and Rocksteady! That's awesome! They also have Tyler Perry (best known for making a shitload of racist movie that makes fun of black people) playing Baxter Stockman, which I think is kind of weird. But whatever! So, yeah, definitely looking forward to the film.
