It might be because he's kind of a hybrid of Joker and Harley. They even copied exact animations. I'm still looking forward to him, though.

Eh, really, it's his character design.
While some Mortal Kombat characters have been designed off of something else already existing, but this time, it felt like they were running out of ideas and dug deep with such a cliche character design as a Cowboy. It's something I would expect Capcom to do after the El Fuerte stunt.
It's like they had a "Bring your kid to work" Day and some little shit open his mouth and they thought it was cute.
It's like they were looking at the list of dead characters to revive and saw Nightwolf and went "Fuck him, buuuuut I JUST thought of a new character!".
His comic debut, never said a word and people loved him immediately. They love that thought of a Cowboy fighter. Some thinking Ninja Cowboy due to the ninja crotch cape thing he has and the mask. He continued to be an immobile mute for a few more comic book appearances and people still loved him.
His transition from the comic to the game didn't help either for me, but at the same time, everyone in the comic was a bad transition from the actual character render. While I still dislike the character design, I preferred the gray pants from the comic over black.
