It's not the first time and I'm very aware of the problem. However, I have no doubt Harmonix will make the songs available on Xbox One.
It's funny, Microsoft has a better holiday lineup than Sony does for the second straight year, they've done a lot to improve their image since 2013, and Sony has been sitting pretty not doing anything to improve themselves. And yet here we are. Sony is riding that negative PR backlash to the bank and they don't have to do anything. Which is why they're not. PS4 really doesn't have much going on and they're the market leader because Microsoft gambled on what the next big advancement in gaming would be.
In any event, already have Rock Band 4 paid for, so I don't care greatly about the bonus songs. It's just a bummer that it's happening, even with belief they won't be exclusive for long.
